The athlete, the former major winner, had lost his past six championship matches, comprising in the German tournament previously this season.
The player's counter-punching approach and frequent reactions on court had caused some to doubt if his ability to perform at the top level was finished.
But the player has implemented adjustments in recent weeks, striving to advance forward and play assertively, supported by an enhanced serving game.
The champion recovered from a disadvantage in the opening set against the tricky Moutet, securing 4 of the last five games to go ahead.
The competitors exchanged service breaks in the middle set before the challenger, attempting for his initial professional title, seized the initiative to push for a final set.
He saved 4 initial chances in a competitive deciding set before the Russian won the break to fifteen to serve for the match.
Suitably, Medvedev clinched the title with a rally at the net, with the Frenchman failing to handle a volley after two hours and 38 minutes.
