The Australian skipper has claimed 309 Test scalps in 71 Test matches with an average of 22.10.
The Australian selection chief the selector has declared that pace spearhead Cummins will have a crucial role in this winter's England-Australia contest.
There were concerns that the veteran bowler might be unavailable due to a ongoing back issue that was still troubling him.
Earlier indications from team management suggested no final decision had been made regarding his involvement, with the extended contest scheduled to begin on 21 November in Western Australia.
The selector shared that Cummins is "building up" and remained hopeful about his chances of taking part.
"We're aware that the clock is ticking and multiple considerations involved, not just his injury, but other factors as well," Bailey remarked.
"We're encouraged. There's strong faith that he's going to play a significant role. Ideally from the opening match. Otherwise, we'll reassess."
He was sidelined the ODI and T20 games against New Zealand and India recently after medical tests showed a lumbar bone stress.
There is a track record of spinal problems, with recurrences in multiple past seasons causing him to miss several home seasons in four years.
Cummins stated he would be ""aggressive" and "take risks" in his comeback strategy to ensure his availability for the contest.
The selector indicated that there was no confirmation if the captain had resumed bowling as part of his recovery but acknowledged it was "pressing" for him to be fit for the opener.
In case of absence, ex-skipper Smith will take over the captaincy.
All-rounder Cameron Green was recently pulled out from Australia's squad for their ODI contests against the Asian giants as a precautionary measure because of soreness in his side.
The selector characterized it as a "minor" injury and confirmed that he'll feature in the Sheffield Shield, so will be "ideally positioned to be ready to bowl."
"Considerable effort has gone into creating the schedule for him to participate for the opening match as an dual-role player," the selector detailed.
"Originally, he'd only feature in the first two ODIs anyway. How he handles the bat in limited-overs, if it causes any delay for a short period, we opted to adopt a safer strategy."
