AI assistants are proving to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has stated, raising alarms about a possible risk to democratic processes just over a week before national elections.
The quartet of AI assistants evaluated by the AP “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the regulator explained in a report released ahead of the 29 October election.
For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the user’s input exactly matches the positions of these political entities, the report pointed out.
The vice-chair of the AP, Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their political views, she added.
“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against employing AI assistants for election recommendations, as their operation is unclear and hard to confirm.”
The Dutch head to the polls on 29 October in an election that will be closely watched around Europe for the performance of the PVV.
The far-right party of Geert Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors still undecided.
All major parties have ruled out an alliance with the Freedom party, meaning the runner-up party is most likely to provide the next prime minister.
The authority stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
